Dual-work visa, the new ‘part-time’ visa

On September 4th 2018, the Exit and Entry Administration of Pudong Public Security Bureau issued their first ‘part-time’ work and residence permit for high-end foreign talents in the Shanghai Free Trade Zone. An American professor, Mr. Zhang from the Shanghai New York University in the received a “Dual Work” annotation on top of his visa, which allowed him to “entrepreneurship and innovate”. A tenured professor at the Shanghai New York University, Mr. Zhang is an expert in computer science. However his expertise in computer sciences is also in need with the Amazon Information Services (Beijing) Shanghai Branch, who wished to employ him. Before the implementation of the new policy, high-end talents were not able to engage in two careers at the same time such as Mr. Zhang’s, who is now both a professor with Shanghai New York University and project developer with Amazon. With the assistance of Pudong’s Entry and Exit Bureau, the university was informed of a relevant policy of the new “Attracting foreign talents plan” which might make such application possible. The university gathered the relevant documentation materials and successfully submitted an part-time job annotation on to the work and residence permit of Mr. Zhang, who then became the first foreign talent in Pudong to receive it.

In accordance with the General Secretary Xi Jinping’s directive of “promoting the deep integration of industry, university and its research and realizing a seamless connection these areas”, the Ministry of Public Security and the Shanghai Municipal People’s Government jointly launched three new exit-entry policies in 2018, of which one allowed foreign talents who were eligible to “be entrepreneurs and innovate”. Upon successful demonstration with supporting materials, these foreigners will be able to apply and add an annotation to their work and residence permit that added “part-time” to it allowing these foreigners two work for two different entities and to make work for these foreign talents in Shanghai more attractive.
